Guidelines for opening schools and coaching institutes issued from October 15

As per the directions received from the Punjab Government, Deputy Commissioner Mr. B. Srinivasan has issued an order to allow more activities in the district outside the Containment Zones after October 15, 2020. It has been decided to open schools and coaching institutes to give priority to and encourage online / distance learning. It will depend entirely on parental consent without making attendance mandatory
As per the orders issued, the Deputy Commissioner further said that the schools which are being allowed to reopen after October 15 would be given the SOPs to be issued by the School Education Department in consultation with the Punjab Health and Family Welfare Department. In addition, as per the requirement of laboratories / experimental works, only higher education institutes for research scholars (PhD) and post-graduate students of Science and Technology stream are allowed to open after 15th October, 2020. The Head of the Institute of Higher Education Institutions Funded by the Center will decide as per the requirement of Research Scholars and Post-Graduate Students of Science and Technology Stream as per the requirement of Laboratories / Experimental Works.
In addition, other state higher education institutions such as state universities and private universities will also be allowed to open from 15th October 2020 only for research scholars (Ph.D.) and post-graduate students of science and technology stream as per the laboratory / experimental requirements. He further said that the swimming pools used for the sportspersons would be provided as per the SOPs issued by the Ministry of Youth Affairs and Sports (MOI & S), Government of India. Business to Business (B2B) exhibitions are allowed to open from October 15, 2020, according to SOPs issued by the Ministry of Commerce (MOC), Government of India.
He further said that social / academic / sports / entertainment / cultural / religious / political events outside the containment zones, including weddings and cremations and other ceremonies have already been allowed with a limit of 100 persons outside the containment zones. For such gatherings, more than the prescribed limit of 100 persons will be allowed under certain conditions from 15.10.2020, such as with the limit of 200 persons in enclosed spaces, the current maximum of 50 per cent capacity is allowed to wear masks, social. Maintenance of distance, arrangement of thermal scanning and use of sanitizer will be mandatory
He said that the permission of the District Magistrate keeping in view the open space, size of land / space and maintaining social distance, wearing of mandatory mask, arrangement of thermal scanning and strict adherence to the rules of use of sanitizer would allow such collection. Therefore, gatherings of more than 100 people will not be allowed for entertainment events only
He said that in case of violation of the prescribed guidelines, Sections 51 to 60 of the Disaster Management Act 2005 and IPC Action may also be taken under section 188 of the IPC
